Several years ago, Milwaukee, Wisconsin received significant federal monies to help build a light rail system. Predictably, expectations on ridership were not met, and the system is losing millions of dollars annually. Milwaukee wants to shut the system down, BUT if it does, it must repay the federal government $48 million. This tyrannical statute turns a “right” into a “privilege”. It must be overturned.
